OVERVIEW OF TRUTH-IN-MILLAGE LEGISLATION   Assistant County Attorney Bill Harlan stated, “In 1980, the Florida Legislature allegra richards adopted what is known as the Truth in Millage Legislation or TRIM, as it is called. The goal of the legislation was to ensure that taxpayers were advised of the public hearings at which the local taxing authorities’ budgets and millage rates are considered and adopted. Each year, the Property Appraiser completes an assessment of the value of all property and certifies to each taxing authority the taxable value of the property within its jurisdiction. Once the Property Appraiser receives the information, he sends a notice by first class mail to every taxpayer on the assessment roll. The notice sent to the taxpayers is called the TRIM notice. The total voted debt service on the District’s Series 2001 General Obligation Bonds Refunding is 0.   “If I may give a brief overview of our budget for the upcoming year, our overall expenditure budget will be about one percent less than it is in the current year. However, we do plan to provide 538 hours of library service at our 11 library district locations in the upcoming year. In particular, the Millhopper and Tower Road branch libraries will be open an additional evening at each of those respective locations. We intend to provide library services from the Eastside Recreation Center at Cone Park. We will be realigning public service staff to balance workloads and better reflect operational needs. We will continue allegra generic prescription to upgrade our computer equipment to create a virtual server environment and continue energy resource management programs to generate savings and revenues.
