OVERVIEW OF TRUTH-IN-MILLAGE LEGISLATION   Assistant County Attorney Bill Harlan stated, “In 1980, the Florida Legislature adopted what is known as the Truth in Millage Legislation or TRIM, as it is called. The goal of the legislation was to allegra d jittery ensure that taxpayers were advised of the public hearings at which the local taxing authorities’ budgets and millage rates are considered and adopted. Each year, the Property Appraiser completes an assessment of the value of all property and certifies to each taxing allegra d side effects forum authority the taxable value of the property within its jurisdiction. Each taxing authority then notifies the Property Appraiser of its proposed millage rate, its rolled back rate, and the date, time, and place of the public hearing to consider the proposed millage rate and the adjusted tentative budget. Once the Property Appraiser receives the information, he sends a notice by first class mail to every taxpayer on the assessment roll. The notice contains the information from the taxing authorities as to the proposed millage rate and the time and place of the public hearing. The notice sent to the taxpayers is called the TRIM notice. The TRIM notice lists what the taxes allegra d jittery were for the prior year, what the taxes will be if the proposed budget changes are made, and what the taxes will be if no budget changes are made. This information is listed for each taxing authority. The notice also lists all voted levies for debt service. The purpose of the TRIM notice is to provide taxpayers with sufficient basic allegra d jittery information to enable them to participate in the public hearing process. OVERVIEW OF TENTATIVE 2010-2011 DISTRICT-WIDE BUDGET   Library Director Sol Hirsch stated, “The proposed millage for the Library District Governing Board District-wide levy is 1. The total operating millage for the general fund is 1. 3638 mills which is equal to the rolled-back rate of 1. The total voted debt service on the District’s Series 2001 General Obligation Bonds Refunding is 0.   “If I may give a brief overview of our budget for the upcoming year, our overall expenditure budget will be about one percent less allegra d jittery than it is in the current year. However, we do plan to provide 538 hours of library service at our 11 library district locations in the upcoming year. In particular, allegra d jittery the Millhopper and Tower Road branch libraries will be open an additional evening at each of those respective locations. We intend to provide library services from the Eastside Recreation Center at Cone Park. We will be realigning public service staff to balance workloads and better reflect operational needs. We allegra d jittery will continue to upgrade our computer equipment to create a virtual server environment and continue energy resource management programs to generate savings and revenues. We will redesign the Headquarters third allegra d jittery floor, initiate the design phase to expand the Headquarters Youth Services area, redesign the first floor workspaces, allegra hicks products and create a staging area to shelve returned materials. Our budget also includes funding to renovate the Micanopy branch and remodel the Tower Road branch libraries. We will enhance programming by collaborating with other community organizations in jointly promoting and sponsoring events directed to families and the general public, adults, teens, seniors, and groups with special interests. We are in the process of developing a Request for Proposals to select the vendor to provide our next generation of integrated library computer system. We will continue to make use of volunteers to assist staff in providing library services. Volunteers have been a core element in being able to provide high levels of service to our community without having to increase staff very much. We will also expand the use of outsourcing to more efficiently process library materials. In this upcoming fiscal year we will participate in the newly-formed Putnam-Alachua-Levy County Cooperative from which we expect to receive approximately $50,000. 00 in materials and services through the Cooperative at no expense to the local property owner.
